I agree. The guy was using the car as his weapon. Police had to stop him. Unfortunately, the guy was on all kinds of things including coke. So, we know from Scarface how hard it is to stop/hurt/kill someone in that state. Yea, it was a lil shocking to see the cop kneeling on the hood unloading his clip into the driver, but the guy wouldn't stop.

Also, for the record, the news articles do state that he fired 2 shots. It looks like 3 though but definitely not a mag dump.
